   Ronda Daniels, a member of the legal staff of the National Association of Home Builders in Washington, said, however, the NAHB can't offer much more than sympathy to those who are not in compliance.
   
   "The law has been on the books since 1991," she said. "We don't think the courts are going to accept ‘We didn't know' as a good answer. We've suggested they make the best deal they can (with HUD) and move on."
   
   Daniels said in addition to the Idaho cases, she also has seen complaints filed in Las Vegas, Chicago and Atlanta, and is aware of investigations that have begun in Texas, Nebraska and California.
   
   For his part, Mabbutt believes builders didn't know the law, noting that not even current building codes address all the issues of the Fair Housing Act.
   
   "We've been sending out literally hundreds of copies of the Fair Housing construction manual," he said. "Basically, I think a lot of people are embarrassed about the whole thing."

   Rhonda Daniels has joined the American Resort Development Association as corporate counsel. Her responsibilities include all ARDA legal matters, legislative and regulatory support, code of ethics enforcement, and international committee liaison. Previously she spent 10 years with the National Association of Home Builders, where she was the regulatory counsel for the last seven years. Earlier, she was associate counsel for the District of Columbia's Office of Corporation Counsel. She is a member of the District of Columbia Bar, the State Bar of California, and the American Bar Association. She graduated magna cum laude with a Bachelor of Arts degree from the University of California, and earned a Juris Doctor degree from the Hastings College of Law in San Francisco.
