    Ronda Daniels, a member of the legal staff of the National Association of Home Builders in Washington, said, however, the NAHB can't offer much more than sympathy to those who are not in compliance.

    For his part, Mabbutt believes builders didn't know the law, noting that not even current building codes address all the issues of the Fair Housing Act.

    "We've been sending out literally hundreds of copies of the Fair Housing construction manual," he said. "Basically, I think a lot of people are embarrassed about the whole thing."
