Neil Daniels, a structural engineer and local member of the Vermont Covered Bridge Society, said Wednesday he and the town object to the state's recommendation and have made it clear the bridge should be saved.

"It doesn't need to be replaced," he said.

Daniels quoted a passage concerning the Upper Falls Covered Bridge from "Spanning Time: Vermont's Covered Bridges" written by Joseph Nelson, who is the president of the society.
    ...
Daniels said the bridge, built in 1840, is 121 feet long, is made of old wood and has a "blackish" roof.Locally, it is known as the Downers Bridge, he said.

    "They all deteriorate," he said.

In the 1970s, the bridge got a new floor and an additional lower chord, he said.Chords are heavy beams that are parallel to the line of the roadway and carry tension away from the center of the span.

"There are two upper chords and two lower chords," he said."There are five members instead of four members in the lowest lower chord.A chord is a significant structural feature of any bridge.Almost all truss bridges have lower and upper chords."

According to Daniels, in 2003 the state found the bridge's wood rot, known about for 30 years, had steadily spread. After going through the entire bridge, he said, the state decided what it would fix in each particular segment of the bridge and recommended the concrete abutment.

"They should capitulate to our wishes and save it," he said.
    ...
Daniels said he heard from the transportation agency last week that they had an engineering report regarding borings of the ground around the south abutment and were responding to it.

    ...
Mr. Neil Daniels said he was on the Select Board that started the original fire district and it failed because most people had their own wells so they didn't see a need.He said that ten to twelve years ago he got permission to put a dry hydrant from the property owner at the pond site.He said that at this time the owner told him he would consider giving the land to the Town.Mr. Daniels said he believed this would help solve the Ascutney water problem, in order to move forward with a Fire District one of the best things we can have is a water source. He noted the pond is not a water source; the source is in the ground.Mr. Daniels said he thinks this is an asset to the town, which could be worth more in the future than can be imagined today.

Neil Daniels, the director of the Vermont Covered Bridge Society, who lives in the area, said a wood chord that supports the flooring of the Weathersfield bridge had rotted.Daniels said the project would restore the bridge to its original condition. The restoration would maintain the character of the bridge rather than rebuilding it to handle heavier loads, Daniels said.

"We need to preserve them for yesterday's loads. When we build for tomorrow's load then it goes out of character," Daniels said.
    ...
Daniels said the enclosed shape of the roof that overhangs the end of the bridge is one of its notable architectural characteristics.
