William Daniel , a Jacksonville Beach veterinarian who serves on the advisory board of the Bear Foundation , said returning the cats helps with rodent control because they keep down the population of mice and rats.

Like raccoons and possums , they have a place out there , he said.

Animal rights organizations agree with the trap , change and return philosophy.The Animal Rights Foundation of Florida , based in Pembroke Pines , thinks the method is the most humane and successful way to handle feral cats.

"We used to be jacks of all trade," said Veterinarian William Daniel, a general practitioner of the Beaches Animal Clinic.
