   At Harlem-based North General Hospital, President Dr. Samuel J. Daniel said that until the federal government alerts his institution to an immediate threat, taking the smallpox vaccination will be entirely voluntary. However, he said that North General has a bioterrorism committee in place to study disaster preparedness with emphasis on training its personnel to be able to detect biological, chemical or radiological agents in the event of an attack.
