RALEIGH -Charles "Skeeter" Curtis, deputy commissioner of the Western Regional Office of the N.C. Department of Insurance in Asheville, retired in June after 15 years with the department, the last 12 as the deputy commissioner.He lives in Canton with his wife, Susie; they have two grandsons.

Curtis' position will be filled by Joan Creasman, a Buncombe County native, who has worked the last 12 years as the deputy director of Western Regional Affairs in the Asheville office.

Upton's nomination was seconded by Commissioner Charles "Skeeter" Curtis and carried unanimously.

The EDC attendance record over the past two years shows that Curtis has missed more meetings than all but one other board member in 2007, attending only 42 percent of the meetings. In 2008, Curtis missed four meetings, for an attendance record of 56 percent.

Curtis ended up volunteering to serve on several regional boards for transportation planning when there were no other volunteers.
