Akron council members were told an outright ban wasn't possible, but Cummins doesn't think that's the case.
He was among the Cleveland officials who recently heard a presentation by William Brinton, a Jacksonville, Fla., attorney who
has defended cities against lawsuits challenging billboard bans.
Cummins said he thinks Cleveland - regardless of what it does with billboards - is ''going to be sued no matter what.'' But, based on the information from Brinton, he thinks the city would be successful in defending its actions.
Cummins, who calls billboards ''dinosaur media,'' sent an e-mail Thursday to Albanese and Akron Council President Marco Sommerville, urging them to seek input from Brinton or another national figure on the matter.
