"It is unusual that they have come back and told everyone that you get 83.5 percent of the amount you spent last time, and to the extent that we were - and I am assuming many others were - doing it on a shoestring budget anyway, this is really a problem," Cullar said."Any county that was overspending and really padding it, they are not going to be hurt as badly as those who were trying to work with the state to keep the amount as low as possible."

"We have got all these voters who are going to have to go across their precinct line to vote in another precinct when we consolidate these boxes," Cullar said."That is where my concern is - for the voters.We don't want to see anything happen where voters say it is easier to just not go vote.That is against all that state government ought to be promoting."
Taylor said many of the financial worries could be alleviated if Cullar and the Democrats would agree to hold a joint primary with Taylor and the Republicans.It could cut the costs of the primaries in half, Taylor said.
"If the county chairs agree, joint primaries can be held," Taylor said."I am in favor of it.John is not.It would require only half as many people to run an election, and it would cut expenses significantly."
Cullar said most Democratic officeholders and party officials he knows are opposed to joint primaries.No major county the size of McLennan County or larger conducts joint primaries, he said.
