   Ms. Crowley specializes in the regulation of natural gas and electricity, and represents a range of clients in virtually every region of the country. Her clients include natural gas local distribution companies and electric utilities, energy marketing and trading companies, non-utility electric generation owners, and natural gas storage companies. Ms. Crowley has extensive litigation experience before FERC and in the U.S. Courts of Appeals. She has represented clients in a variety of proceedings including ratemaking, certificates, complaints, mergers, restructuring/unbundling cases, and rulemaking matters. In addition to individual corporate representations, Ms. Crowley has represented a number of formal and informal groups/coalitions of companies in energy regulatory litigation and policy matters.
   
   Ms. Crowley also counsels energy clients with respect to energy regulatory issues that arise in commercial, strategic planning, and transactional matters. She has drafted and negotiated various commercial arrangements in the context of industry restructuring, and has assisted clients with the preparation and prosecution of regulatory approval filings and applications.
   
   Ms. Crowley is a 1981 honors graduate of Wellesley College. She received her J.D., cum laude, from the Northwestern University School of Law in 1984, where she edited the Journal of Criminal Law and Criminology. Prior to joining Troutman Sanders, Ms. Crowley was an associate and, beginning in 1992, a partner with Crowell & Moring LLP. She is an active member of the Energy Bar Association and presently serves on its Board of Directors.
