    He is the Co-founder and President of Chesapeake Partners, Inc., a firm specializing in building Equity Programs, providing Mergers and Acquisition-related Investment Services, and delivering Strategic Business Advisory Services to Fortune 500 Companies and large private/public technology and non-technology investor groups seeking to improve the performance of business units and investments or to diversify or restructure their portfolios.Chesapeake provides buy-side and sell-side representation, investment strategy, acquisition valuations, due diligence and assessments, financial and business restructuring, and overall strategy and business plan development assistance.

    His industry experience spreads across telecommunications, systems integration, IT services, healthcare, and government services.He also presently serves as Chairman of Chesapeake Healthcare Technologies, Inc., an equity investment of Chesapeake Partners.

    Prior to founding Chesapeake, Mr. Crowley was Vice President for Global Partnerships and Alliances at AT&T Corporation, a division that he founded.There, he successfully built multiple highly strategic business partnerships and launched several value added go-to-market initiatives.

    Prior to AT&T, Mr. Crowley was a Vice President/Director at MCI where he successful launched its Strategic Ventures and Alliances unit, which is still in place and growing today.He also held positions as Chief Marketing Officer for MCI Wireless and Vice President - Strategy, Marketing and Business Development - Special Markets Unit - where revenues grew to $2.5B.During his wireless tenure, Mr. Crowley opened 80 markets for MCI, participated in successful acquisitions and partnership initiatives, and helped grow wireless revenues from $350M to greater than $1.5B.

    Prior to joining MCI, he held various consulting and leadership positions including one as Chief Operating Officer of a privately-held $80M computer technology and services firm.

    Mr. Crowley is a former senior management consultant with PricewaterhouseCoopers' New York City Practice Group.He is a graduate of the Georgetown University McDonough School of Business and a member of the Potomac Officers Club, a non-profit organization of "C-level" executives from various industries.

    While jointly selling products is the arrangement's focus, it also entails some product collaboration, said Jack Crowley, AT&T's vice president of strategic partnerships and alliances, in an interview.

    The two companies plan to offer a service that will analyze a client's networking infrastructure and offer design guidance for optimizing the network's handling of Siebel's applications.

    Crowley declined to comment on whether the "network optimization analysis" service will carry a fee, or will be offered as an inducement to potential buyers.

    The partnership with Siebel, which is based in San Mateo, California, is similar to one AT&T forged in February with Cisco Systems.The alliances are part of AT&T's strategy of spotlighting its managed service offerings by partnering with leading IT vendors, Crowley said.AT&T is based in Bedminster, New Jersey.
