   Mr. Kelly M. Crowell, Jr. , Vice President of Development Associates, Inc.'s West Coast Operations is in charge of the firm's Walnut Creek, California office as well as satellite offices in San Diego and El Monte, California; Tempe, Arizona; Honolulu, Hawaii and the Outer Pacific.    As Project Manager, Mr. Crowell directed the firm's national contract with Housing and Urban Development (HUD) providing training and on-site technical assistance for Native American and Alaskan Native Village post recipients of the Indian Community Block Grant (ICDBG). In this capacity, he orchestrated and conducted training workshops and supervised on-site technical assistance that focused on project management and strategic planning. He also supervised a cadre of special employees and independent consultants and was a key writer of the CDBG Desk Guide, a reference book providing procedures and policies for managing an ICDBG project. Mr. Crowell was in charge of the overall organization of the "National Management Institute for Indian Programs" Conference which focused on grant writing, developing comprehensive five and one-year housing plans, and post-award project management. In addition, he was a presenter on Project Implementation Scheduling, at the second Annual Native American Home Ownership Summit conducted in Scottsdale, Arizona.
   
   Other Projects Mr. Crowell was a Senior Analyst on the company's former contract with Caltrans to conduct investigations of alleged fraud and abuse in the certification of DBE/WBE/MBE firms. During his tenure with Development Associates, he has carried out specialized assignments on educationally oriented projects. He assisted with the proposal development and design work on the Needs Assessment and Feasibility Study for Development of a MITS Substance Use Prevention and Intervention Package for Black Families.
   
   He served as a panelist on Development Associates' Region IX Head Start Resource Center Quality Training Retreat for Head Start Administrators and Trainers and was the Consultant Coordinator for the Head Start Management Institute in November 1992.
   
   Past Positions
   
   Mr. Crowell has over twenty-eight years of senior level experience as a corporate manager, educational administrator, management consultant, and instructor. He has oriented various instructors to the scope of work, structured the curriculum development process, supervised the design and production of training modules and materials, and organized the overall training calendars for adult private schools. Mr. Crowell served as a K-8 principal, Admissions Director, Executive Director and Regional Manager of operations with private sector and public training institutions.

   Mr. Crowell earned a Master of Arts Degree in Organizational Management from the University of Phoenix and a Bachelor of Science Degree in Education from Langston University.
