   Stephen Crowe, the bank's president and chief executive officer, noted that while Berkshire Food Project has consistently remained a popular vote, Williamstown Youth Center jumped to the top in the last few years conceivably due to its tight budget constraints. Nevertheless, "There is a direct correlation between the advocacy of organizations and the amount of donation they receive from us in the end," Crowe said, "based on the extent to which they ask customers to vote for them, for example, via newsletters."
   
   The Community Dividend Program was established in 1996, the concept of which was built upon the fact that Williamstown Savings is a mutual savings bank, Crowe said. Accordingly, "This was our way of giving back to the community in lieu of stock-holding options," he added.
