   "We operate and work today in a global business setting, and the State Docks as a multi-mode transportation center are very important, both for land and rail transportation," says Bobby Tom Crowe, U.S. Pipe & Foundry spokesman.
   
   Crowe says U.S. Pipe's primary foreign exports are USAID projects with the State Department. He says his company feels "it is important that this allocation of funding be spent as soon as possible, or we'll just slip further behind."
   
   Mobile's docks are vying for trade with docks ranging as far north as Norfolk, Va., southward to the Florida peninsula and as far west as Galveston, Texas, Crowe says.
   
   "We compete to get the really big ships and good service and good ocean rates," Crowe says.
