Ed Crouse, Rancho Murieta Community Services District general manager, explains steps CSD is taking to reduce or halt odors emanating from a treatment pond on the South.
    ...
According to Ed Crouse, CSD general manager, the odor is emanating from CSD recycled wastewater treatment pond # 1 at Rancho Murieta South and is particularly noticeable around South Gate and the 16th green and 17th tee at the South golf course. Crouse said the problem stems from the pond's normal cycle of biological activity, which increases as the temperature rises. He noted that the odor rises as warm air rises late in the afternoons on hot days.He added that stronger afternoon winds have carried the odor to those specific areas, and, "The smells settle there," he said.Cooler temperatures later in the evening and through early morning halt the odors from arising until the temperatures increase again in daylight hours. "We hope to get this solved shortly because it's a big concern to residents and to us," Crouse said."Ultimately, we want to make our facility as innocuous as possible.Paul Siebensohn, (treatment plant supervisor), has calls to vendors and engineers to strategize with us and bring in outside experts to help resolve this." Crouse said the CSD has a "couple things working in our favor, although this is not an instant on/off change. We're experimenting to see what's most effective, including operation times of length and scheduling." He explained that CSD is also looking at reducing water level in the pond and even considering taking Pond # 1 out of service so no additional wastewater is added.Other methods being considered are additional pond aeration and odor masking via misters around the pond perimeter. One other approach is to pump out accumulated scum and sludge. "We're hopeful over the weekend and on a daily basis to tweak our operations to figure a good balance to reduce the odors," Crouse continued. He said CSD would contract out for sludge or scum removal.Staff is researching a variety of odor-masking technologies and installing odor-masking sprinklers."One other thing we're trying is to send in some recycled water to freshen up the pond," he added. Crouse said the Regional Water Quality Board (RWQB) contacted CSD after several residents called the board with the odor complaints."We want residents who experience odor complaints to call us, " Crouse said.

Ed Crouse, manager of the Rancho Murieta Community Services District, said his department was still working on plans to supply services to the new school. "We want to be the provider," said Crouse. "We're still trying to figure out the pressure needs for what is now a two-story structure." Crouse said the RMCSD is currently having storage problems they are dealing with, but will resume working on the school plans shortly.
