   According to Duane Crouse, development director of the Pennsylvania Dutch Council, there are 4,141 Eagles identified from Lancaster and Lebanon counties. To become an Eagle Scout, a young man must complete 21 merit badges. The average number of young men who earn the rank of Eagle each year in the Pennsylvania Dutch Council is 125.
   
   Crouse added that there are five Distinguished Eagle Scouts in the Pennsylvania Dutch Council. An Eagle Scout is awarded the Distinguished Eagle Scout Award for 25 or more years of distinguished service in his career.
