William Crouchman, Macomb County Commission chairman, wants a panel of corporate leaders to review Macomb's government structure and offer recommendations to improve efficiency and balance the budget.
The county's highest elected official mentioned that plan among other initiatives Tuesday during the annual State of the County address at Mac & Ray's Banquet and Events Center in Harrison Township.
"It makes sense to tap into the knowledge and experience of corporate neighbors who have already navigated these issues," Crouchman told a crowd of about 250."I am now in the process of forming a task force to be made up of experienced, top-tier management people from the state's largest corporations."
Crouchman said after the speech that the idea of private-sector help came to him about a month ago, and he has spent the past few weeks making preliminary contacts and calls.He hopes to form a panel of eight to 10 people to observe county management and administration and present cost-cutting recommendations.Examples would be easing budget woes by eliminating duplications.
The county tackled a projected $12 million shortfall in the 2008 budget with a round of cuts, but it ultimately dipped into a stabilization or "rainy day fund" to balance its books in January.
"We'd want a period of observation, probably for three months or so," he said."And these should be people with experience in operations or the administration end of a corporation, who are used to looking at how things are getting done. "
The proposal was among several topics Crouchman covered in a speech that focused largely on the global economy and international cooperation.The county also unveiled Tuesday a new set of "Diversity Awareness and Understanding" brochures from its Department of Planning and Economic Development as a tool for local companies doing business overseas.
On hand for Crouchman's speech Tuesday was Bob Lewis, director and board chairman of Jeanie Marshal Foods, a West Sussex, England-based food vendor that is considering adding a distribution center in Macomb County.
