THE announcement of proposals on the new Hill Farming Allowance in England has removed the uncertainty over when payments would be made says Meat and Livestock Commission Head of Sheep Strategy David Croston.
And he says the safety net , which will provide help on a sliding scale for those who will see a drop in direct support will be absolutely vital.
Under the proposals , announced by MAFF , payments to farmers as compensation for farming in the hills will be made according to the area of land farmed rather than the number of stock held.
£30 million will be available over the next three years to fund the safety net and increase payments to all farmers.
Mr Croston said : The agreement means the normal timetable for payments under the scheme of Spring 2001 can now be expected.
This is a vital form of support which comes at a time when costs on many upland hill units are at their greatest. The safety net is also extremely important as hill farmers are experiencing severe cuts in their margins.
Looking ahead , it is important that producers work to maximise the benefits to which they are entitled under this scheme and other rural support measures funded from money originally used for direct producer support.
The MLC will work closely with industry organisations to minimise the upheaval these fundamental changes will cause.

Head of Sheep Strategy David Croston said : ¡§Sheep 2000 is a very important shop window for the industry.
¡§It gives us the chance to talk directly to sheep farmers and to pass on the results of our research work which have a bearing on the competitiveness and profitability of the industry , all of which are featured in the Sheep Yearbook 2000.¡¨.
