Alan Crossley, chairman of Cowbridge Food and Drink Festival, said contacts in the WDA had told him 21 fairs across Wales will have their funding removed altogether.
Mr Crossley said the move would damage efforts to promote healthy farm produce like fruit, vegetables and meat.
The Cowbridge festival was held last year for the first time and organisers say the one-day event was the third-best well-attended fair in Wales behind Abergavenny and Cardiff.
Organisers wanted to turn their October festival into a two-day event, but have also been told the £10,000 they received last year will be cut to £9,000.
Mr Crossley said, "It's quite possible we won't be able to put the festival on now.
