   According to Scott Crosse, a researcher with Westat in Rockville, Md., and author of the report, school districts, particularly small or rural ones, may be unable to achieve the four principles set forth by the Education Department.
   
   "A big one is evaluation," said Crosse. "That's difficult for districts to do." He said the report found that most districts are using federal funds to provide direct services, and thus spend less on planning and evaluation.
   
   According to the report, 58 percent of school districts considered conducting research on the effectiveness of their prevention activities, and only 35 percent defined research-based prevention in a manner set forth in the Education Department's principles.
   
   The report noted that school districts are greatly in need of assistance in implementing the four principles. "Unless these districts dramatically shift resources away from direct prevention activities for students or receive additional funding, such districts will be unable to afford activities that include evaluating progress towards goals and objectives," the report concluded.
