Kevin A. Cross is the Deputy Court Administrator for Financial Services for the Philadelphia courts which encompasses the Court of Common Pleas, the Municipal Court and the Traffic Court.
His duties include overseeing the financial operations of the First Judicial District (FJD), negotiating funding with the City of Philadelphia, managing a $160 million operating budget, preparing on-line budget reports, impact statements and variance analysis, and developing and implementing the financial policies of the FJD in conjunction with the Administrative Governing Board and the Court Administrator.
Kevin received his Bachelor of Arts from Temple University in 1988, and in July 1991, a Master of Business Administration from Saint Joseph's University.
At the time he was assigned to the FJD's newly-formed Procurement Unit as a Budget Analyst.
Shortly afterwards Kevin joined the staff of the Court Administrator as a Senior Staff Advisor and assumed additional budgetary duties including preparing the operating budget.
In January 2000, he was promoted to Deputy Court Administrator.
Mr. Cross has been a member of Mid-Atlantic Association of Court Management (MAACM) since 1993 and a member of the Advisory Board since 2003.
Kevin is also a member of the Pennsylvania Association of Court Management (PACM) and has presented and taught budgeting and fiscal administration to both organizations.
