  Brian Crawford, owner of Concept Construction, said on Friday that his company will be building yet another Dollar General south of Lake City in the near future. Permits have not been pulled for it yet, he said.
  
  While such shopping arenas are pleasing consumers, Columbia County contractors are relieved about a recent decision related to place a retroactive moratorium on impact fees.
  
  Crawford is happy with the Columbia County Board of County Commissioners: Relief from impact fees is going to help local contractors with commercial buildings, he said. His company paid $26,000 in impact fees for the Dollar General store currently under construction.
  
  Since he started that work after Jan. 1, Crawford said, the county will refund those fees as a result of its action on Thursday night.
  
  Crawford said his company has not felt much impact from a slowdown in commercial building, because it accepted out-of-state jobs and expanded the types of construction it will complete.
  
  Crawford said auto parts companies are seeing increased business, because people are fixing their own cars to save money.

  For Brian Crawford, building is his livelihood. But Crawford knows that it takes more than establishing a reputation as a professional, responsible general contractor, to help build a community and an industry.
  
  That's why, in addition to being the owner of Concept Construction, a Lake Citybased general contractor, Crawford is finding the time to be involved in the Columbia County Builders Association (CCBA), currently as the president.
  
  Concept Construction, which has been in operation for a little more than three years, can handle commercial, industrial and residential work, with a specialty in commercial design-build and construction management. For the last two years, the main focus has been commercial, but Crawford says he still has an interest in residential development as well.
  
  "We're creating a full-service construction company," said Crawford.

  Crawford is currently working with one customer-partner, Anytime Fitness, to coordinate the groundbreaking at Bascom Square, a new commercial development in Columbia County.
  
  "It is beneficial for us and for them," he said.
