    Tom Cousino, owner of the Navy Bistro restaurant at The Docks, is attempting to buy the East Toledo dining complex from the city in a deal he says would net the city at least $500,000 and take a $2.1 million debt off its books.

    Mr. Cousino said his lease gives him a right of first refusal to buy the property, which sits along the Maumee River facing the downtown.

    So far, the city isn't snapping up Mr. Cousino's offer.

    "Everything is gas; you don't use electricity so much," Navy Bistro owner Tom Cousino said of the kitchens."It's disheartening to have a room full of reservations and people walking in your restaurant and you have to turn them away."

    He said the staff redirected people with reservations to Cousino's Steakhouse in Oregon, which he also owns, in an effort to accommodate them.

    Preparations for that removal began Sunday and Ms. Cousino said workers got a jump start because the Coast Guard allowed the Maumee River shipping channel to be closed about 13 hours earlier than previously expected.

    Ms. Cousino said the demolition of the drawspan's concrete counterweight also went faster than expected.
