Corts then worked to redistribute the money after the board hired him in July.
He resigned under pressure from the board, which criticized him for a recent speech in which he said that oversight of both K-12 and postsecondary education in Alabama may be too much for one school board to handle.
Corts was replaced by Culverhouse, who said that the use of the funds was entirely legal, though he couldn't find evidence of any communication between Corts and the board about it.
"Interim Chancellor Tom Corts had the legal authority and capacity to enter into the agreements at the time he signed them," she said.
Corts said he and postsecondary education finance officer Debbie Dahl met with Main about the funds.
"I discussed it many times orally, and the people in the office were very aware of it," he said.
