   "They've already thumbed their nose at the system," said Rob Corts, Lorain County's chief criminal prosecutor. "These are people who haven't paid and haven't demonstrated any intention to pay."
   
   Cuyahoga County prosecutors say they have been effective collecting child support, although they use felony charges less often. They indicted 52 people for nonsupport last year and just 153 since 1999.

   Of the 42 people and businesses indicted in Lorain County, 28 have pleaded to felony charges of money laundering and theft and gambling-related misdemeanors, said Lorain County Assistant Prosecutor Rob Corts. They also agreed to forfeit $800,000 to authorities, Corts said.
