   Plano ISD multilingual education director Vangie Cortez was honored recently as Educator of the Year at the Collin County League of United Latin American Citizens 12th annual Scholarship Banquet.
   
   Cortez has served for 30 years as a teacher, principal, and central office administrator. She joined Plano ISD in her current role in 2001. Under her leadership, a dual language program for more than 6,000 English language learners has been implemented.

   And Vangie Cortez, director of multilingual education for the Plano school district, was optimistic: "It will show a more equitable picture."
   
   DeEtta Culbertson, a spokeswoman for the TEA, said state officials are studying the changes. "And once we have more information, we'll determine how we can better incorporate it in the Texas plan," she said.
