   "Not using independent scientists in the review process would be bad for public health and definitely bad for a community like Imperial County that has serious air pollution problems and a significant asthma problem," said Jan Cortez, vice-president of research and environmental health at the American Lung Association of San Diego and Imperial County.
   
   In Imperial County, 17 percent of youths up to age 14 suffer from asthma.Of this group, 195 were hospitalized for their condition in 2003.
   
   Roughly half of Imperial County children up to age 14 are hospitalized for asthma annually, compared to 18 percent statewide.
   
   "Even if the (old) process takes a little longer, it's worth it because you have scientists basing decisions on science rather than politics," Cortez said.

   Jan Cortez is Vice President of Research and Environmental Health for the American Lung Association of San Diego and Imperial Counties. She is a native San Diegan and graduated from San Diego State University with a Masters of Public Health degree. Ms. Cortez manages and implements education and policy programs for the American Lung Association in the areas of research and environmental health. She currently serves on the San Diego Regional Clean Fuels Coalition, Clean Air Initiative for the Imperial/Mexicali border region, the National City Asthma Committee and the San Diego Regional Asthma Coalition. She is a recipient of the Congress on Lung Association Staff Award for Excellence in Program Development.

   "Getting poor grades means that dirty air threatens the lives and health of far too many of our neighbors," said Jan Cortez, Vice President for Environment of the American Lung Association of San Diego and Imperial Counties. "We can all save money by adopting fuel-saving driving habits, and this will help air quality too. It's a powerful truth that reducing our dependence on petroleum would also improve the quality of the air we breathe," she said.
   
   The State of the Air Report examines pollution data from the years 2002, 2003, and 2004 , the three most recent years for which the U.S. Environmental Protection Agency has validated data. The county again achieved a "Pass" rating on one of the measures of particulate air pollution: the average annual exposure to PM 2.5. And it went from an "F" last year to a "D" this year for 24-hour peak exposure to the same pollutant. Imperial County received an "F" again this year for ozone. Cortez cautioned that Imperial County's biggest air quality problem, PM 10 (coarse particle) pollution, was not addressed in the State of the Air Report.
