   Robert Corsa, a former Marine who served in Vietnam, said the military began having recruits sign contracts after that war.
   
   "For instance, if I went to my recruiter and said I wanted an aviation guarantee and I signed up for that, if they couldn't get me into aviation, I could leave the military. They had to honor the contractual agreement," said Corsa, who is president of Delaware's Vietnam Veterans of America chapter.
   
   During the Cuban missile crisis, many active-duty personnel and reserves had their terms of service extended, Corsa said, "but there was nothing they could do about that because there was no contract.
