    Father Edwin Corros, ECMI's executive secretary, said the OFWs will always be the usual pawns or victims of other countries' political, economic, and social instability, including natural disasters, because the Philippine government has not learned a thing from previous conflicts such as the Iraqi invasion of Kuwait and the war in Iraq.

    This is the reason, he said, why the commission has been questioning the government's approach to economic development, which is to make labor export an industry."We always condemn this kind of labor migration as a strategy of our government towards economic development because this is not right.We have been doing this for the past 30 years," Corros said.

    If ever there are people who choose to risk their lives by leaving the country and work abroad, it's because the government failed to provide jobs here in the country, he said.

    "It's not as if we are condemning the government for not doing enough.But this is a fact.Like when the government would say that we would have one million jobs to create every year.It looked like the statistics provided by the Department of Labor and Employment was the same statistics on the number of work available overseas," he said.

    "It's always wrong that you continue deploying your people because you cannot feed them so you make other countries responsible when actually it's our responsibility to provide them jobs and not the other countries," he added.
