    Similar cases were investigated after December's Asian tsunami and the Sept. 11, 2001, terrorist attacks, said Joe Corrado, spokesman for the postal inspection service.

    "Most charities are legitimate but some people just see an opportunity and take advantage of it," he said.

    The Postal Inspection Service can seek criminal charges or pursue an administrative process that shuts down a bogus operation, Corrado said.
