Georgia is now testing its Y2K BCCPs for sufficiency. A Y2K Plan Team has been formed to test the BCCPs, to conduct risk reduction activity, and to orchestrate Y2K outreach activity. The Team will also ensure that necessary cross-training and acquisition of equipment and materials occur to implement the BCCPs. The Y2K Plan Team will also provide oversight and coordination for implementing the Department's ‘Zero Day' plan during the transition to the year 2000. The Team includes senior UI managers and management level representation from Information Services, Field Services and Internal Security Sections of the Agency.

To date, the system has tested very well and the remediated programs are in production and performing well.

Georgia is in the process of implementing Phase I of Electronic Benefits Transfer (EBT) for the unemployment insurance (UI) program. The process will be installed in three phases and will eventually eliminate the issuance of paper checks.

Phase I, beginning October 1, 1999, will be the voluntary direct deposit of claimants' regular UI benefits into their existing checking or savings account. Phase II will encompass payments to claimants from employer filed claims, Disaster Unemployment Assistance (DUA) payments and Trade Readjustment Allowance (TRA) payments. Phase III will complete the process by mandating direct deposit to claimants' bank accounts or into a debit card account created solely for the disbursement of all types of benefit payments.

WIA 167/JTPA 402 FUNDING ISSUE - The new funding allocation formula for the WIA 167 grantees for the next four year period identifies drastic reductions for Region IV States. The funding cuts range from a 62 % reduction for Alabama to a 24 % reduction for Kentucky. All other states experience reductions between these amounts. These reductions have serious implications for the MSFW population in Region IV.

In other MSFW news, the Kentucky Agriculture Committee met a number of times during the quarter and is in the process of becoming an official Governor's sanctioned commission.
