Mark Coronado, Surprise community and recreation services director, explained the lake was not originally designed for fishing.
"Basically, it was a large watering hole," he said. "Only later did we determine it could be utilized for fishing as well. So once we determined the maximum use, we ran into some problems that have pushed the opening back quite a while."
The addition of a dock on site has caused a delay.
"There are some engineering issues as to how it is going to be set," Mr. Coronado said. "Also, there are some complications with the liner at the bottom of the lake."
Mr. Coronado admitted he and his department might have "jumped the gun" in estimating when the lake would open.
"We put on an unrealistic opening date and that's our mistake," Mr. Coronado said.

"We're working on improving the landscaping around the lake and the pier-type platform will also be constructed," Mr. Coronado said.
