   Steve Cornwell, network supervisor for West Virginia American Water Co., said the 6:30 p.m. water main break affected about 150 homes on the city,s east end. Clogged storm drains then caused increased flooding along Fourth Avenue.
   
   The deepest water levels along 4th Avenue covered sidewalks, the lower portions of some stairways and reached the bumper of at least one Saturn sitting near the 27th Street intersection.
   
   Cornwell said he expected to have the 10-inch cast-iron line repaired by 2 a.m. this morning.

   Cornwell said no boil-water advisory was necessary and his company will not determine a cause. He said blaming the age of the waterlines would only be speculation.
