   Gary Cornwall , the city's risk manager , said his office is investigating Church's complaint. He said violence in the workplace complaints are rare , citing only one complaint in city files that was dropped in 1999.
   
   Church said he doesn't believe he would be safe if sent back out on patrol , worried he may not get the backup he'd need.
