   Deborah Cornland suggested that the presentations and discussions in the first panel session had shown that the potential for energy efficiency in Central and Eastern Europe can be achieved by providing clear benefits to the host countries. She stressed the need for market reforms to ensure the economic viability of projects. She said that UNIDO can play a central role in contributing to standardizing the tools required for energy efficiency in order to increase effectiveness and replicability, and emphasized that tools should be tailored to suit the needs of each country.
