Tazewell County Treasurer Norman Cook dropped a bombshell on Tazewell County supervisors last Tuesday night , telling the board that the county had a $1.11 million surplus on hand at the end of June , the fiscal year finale.It appears that the $1.11 million is a true surplus.The $245 , 801 returned by the Department of Social Services was not earmarked for return to the agency , and supervisors believe they have already given back the $201 , 701 that the school board turned over to the county.Add to that the $666 , 178 left in the county general fund , and the county has a substantial cushion.Cook was clearly uncomfortable even giving the constitutionally mandated statement , leaving the meeting as soon as he finished his report.We imagine the chairs of three supervisors were even more uncomfortable.Two months ago , their vote told taxpayers the county could not provide all necessary services this year without a tax increase.We know they felt that way because their best information told them to expect a shortfall.The irony is that supervisors approved a four-cent tax increase in hopes of bringing in as much as $650 , 000 to fund increases for the school board and landfill budgets.The surplus would have covered those budget items and more , coming in at nearly twice the estimated revenue from the tax increase.Clearly , supervisors must get better information.
