Each of the four schemes presented by Jim Constantine of Looney Ricks Kiss, the consulting planners, showed a large housing and parking complex on the public parking lot at Crescent Field, a housing development on the town-owned Prospect Street lot, and small mixed-used building on other town lots and one or two privately owned lots.

    ...
Constantine said that all the members of the stakeholder committee, a group of local residents and officials, and the residents at the December meeting, said that providing a better view in that area was a key element in that plan.

Two of the schemes show the addition of two new streets, one south of the train tracks and one that could run through existing parking lots from South Morris Street to South Warren Street on the north side of the tracks.

Constantine said that two different treatments of the land there were presented. In two of the schemes, Dickerson Street between Morris and Warren was blocked off, and the possible new commercial buildings faced the tracks and were separated by a walkway. In the other two, the buildings faced away from the tracks to make an inclusive walking or driving area.

He said that residents indicated that making Dickerson Street more friendly to walk along was a priority. The street now is a barren stretch of street and sidewalk.

    ...
Constantine said that her parking lot, at the rear of her building, would not be touched.

    ...
Constantine said that studies show that residents who may be attracted to the type of development proposed for the site might not use their cars as often.
