Bradley County Road Department Office Manager Trish Collins said she finally posted signs at the office and maintenance yard advising job-seekers the road department is not hiring.

"We were getting eight applications a week and sometime three or four in one day," Collins said. "We're not paving anything right now because it is too cold."

Since Collins wasn't hiring, she said giving out applications to welders and truck drivers became a waste of paper.

All three reported less turnover of employees, but Samples and Collins said they never had much of a revolving door anyway.

"We see trucks going by our office everyday and trash just blows out," said Trish Collins, office manager at the Bradley County Road Department.

She said any material likely to fall off or blow off onto the highway is required to be enclosed or fully covered by a tarpaulin.

"Trash alongside roads just destroys the natural beauty of where we live," she said.
