From personal experience I drove into Basra around 12 hrs after the first British troops entered the city in my beret minus body army, weapon on my back to take up a non threatening stance with the locals, this we were told to do by our RSM because as Tim Collins put it, 'we come as Liberators not invaders' and we wanted show them who we were and let them know what we were going to do and when as soon as possible with regards to humanitarian work ie water, electricity, food and medicine etc. needless to say we delivered the goods.
