    Ron Collins, president and CEO for JCM Industries and chairman-elect for the chamber, said community support "made the difference" in their success.

    "Our company is 28 years old now and we started from just dead scratch as an undercapitalized firm, using our own resources," Collins said.

    He said surveys show that most growth comes from within and those efforts are generally more efficient (with both money and time spent) than courting new industry.

    "I know that most of the engine for growing jobs is small business ... that's a true statement throughout the United States," Collins said.

    He said local organizations like the chamber can get behind local businesses and help them network.

    "I think this is the way we're going to go forward," Collins said.

    He sees some recent developments that are good signs for existing business, such as the Texas A&M University-Texarkana downward expansion and the engineering program being developed there. Also, the regional focus, with economic development agencies working together, is a good sign.

    "This whole regional approach is making a huge difference at bringing a vitality to our community that hasn't been there in the past," Collins said.
