   "We're giving employees more help then they've had," said Commissioner Ron Collins, "and we're helping out the budget."

   Also, Collins believes the county will save money when the ceiling, along with the heating and air conditioning units, will be replaced at the Dunn Building in Martinsburg.

   Collins anticipates receiving good bids because of the economy being down and because construction jobs are down as well.

   If the property is used for a quarry only, and no structures are built, the project will not require the Planning Commission's approval as part of the current approval process, said Berkeley County Commissioner Ron Collins.
   
   "If they build nothing on this site, there is nothing that comes through the Planning Commission, so we would have no say on this whatsoever," Collins said. "If they were just going to quarry it ... the Planning Commission has no control over it."
   
   The project would still require an engineering review, but the county's Planning Commission would have no say in either approving or rejecting the proposal, he said.
   
   "It's just the way it is. I don't really see where that could be addressed. The Planning Commission deals with building," Collins said.
