"If they build nothing on this site, there is nothing that comes through the Planning Commission, so we would have no say on this whatsoever," Collins said. "If they were just going to quarry it ... the Planning Commission has no control over it."
The project would still require an engineering review, but the county's Planning Commission would have no say in either approving or rejecting the proposal, he said.
