   Roger Collins, a 44-year-old computer programmer and veteran schools supporter, was appointed to the Novato Unified School District Board of Trustees Tuesday night. Collins, who campaigned hard for Measure A, the school facilities bond, and who served as the North Marin PTA's representative to the district's budget committee, was selected from a field of 11 applicants, two of them former school trustees. Board President Ross Millerick said Collins impressed trustees with his presentation.

   Collins ran for the board of trustees in November but failed to oust any of the incumbents. He will serve out the term of Christian Hassold, who left Novato for Boston last month. The term expires in November 2003. He emerged in the second round of ranking. He will take the oath of office at the board's April 23 meeting. Collins won out over Mary Drummond-Hay, Edison Fowler, Brian Harlig, Theodore McCarthy Jr., Trudi Scott, Rodrigo Silveira, Mary Stompe, Sara M. Taylor, Harry Thomas and Keith Wilson.

   Collins and his wife, Cindy, a former district employee, have one daughter, Melissa, 12 and a student at Sinaloa Middle School. A 10-year resident of Novato, Collins has been active in the PTAs at San Ramon School and Sinaloa. Working at home has given him the flexibility to be active in his daughter's schools. "Now it's time for me to step up and do the bigger job," he said Tuesday night. The first item on his agenda: getting out to each of the district's 13 schools. "Each has its own flavor, its own issues. I know they like to see board members out there," Collins said. In answering a question asked of each of the candidates, Collins said he viewed the budget, campus safety and maintaining educational excellence as the most pressing issues facing the district. As a trustee, he will be faced with serious problems and decisions. Novato Unified has just cut this year's budget by $800,000 and teachers are angry that no raises are in sight. "Teachers will never be paid what they're truly worth," Collins said. "Do we need to pay teachers more? Absolutely. But we don't want to make the mistake Larkspur did, where they had to fire people because they'd given bigger raises than they could support." There's no question, "We can treat our teachers with more respect," Collins said. "I think they feel a little bit neglected, quite frankly." Trustees next week will also take up the thorny issue of "closing" both high schools so teens can't go off-campus at lunchtime. And the district continues to garner praise and blame for developing a diversity curriculum. "We're here to meet those challenges," he said, adding that "it can be distressing as a board member," to be on the receiving end of comments from critics of diversity. Collins said he counts himself a supporter of the district's diversity curriculum, "by and large, as I think most of the board members are." As for keeping kids on campus during their lunch breaks, Collins said it could pose more problems, "if we don't back it up with things for kids to do." Most important, though, is getting out to meet students, teachers, staffers, PTA members and Leadership teams. "We have 13 campuses with all kinds of great things going on," Collins said. Collins grew in San Francisco and graduated from San Francisco State University.
