Richard served for more than 20 years on the staff of the United States Senate, having joined the professional staff of the Senate Committee on Appropriations in June, 1974.Upon his retirement in January 1995, he had held the position of Staff Director of the Senate Appropriations Subcommittee on Defense for six years.In his work for the Committee, Richard traveled extensively, both independently and as the senior staff member on congressional delegations.Through his long association with Senator Daniel K. Inouye of Hawaii , Richard established close ties to the state of Hawaii . Over the years, he has worked on economic development issues, with private corporations, and with the University of Hawaii , especially the College of Tropical Agriculture and Human Resources.He is also the Vice Chair of the Board of Governors of the East-West Center . Richard has been awarded the Department of Defense Medal for Distinguished Public Service.He is a Phi Beta Kappa graduate in Political Science from the University of Connecticut and has pursued graduate studies at the Johns Hopkins University School of Advanced International Studies in Washington , D.C
