   REGINA is Section Manager for the Phase I ESA operations and an Associate Scientist for MEC. Regina has over eight years of experience in environmental consulting, focusing on Phase I and Phase II investigations including investigations in Ohio, Michigan, Indiana, Illinois, and Kentucky. She has extensive experience with Ohio Department of Transportation projects as well. Regina and her husband Frank reside in Toledo with Frank's two sons Charles and John.

   PHASE I ENVIRONMENTAL SITE ASSESSMENTS - WHY ARE THEY NECESSARY?
   
   As the environmental movement began in the early 1970's, various laws and regulations were written to help protect human health arid the environment. The movement can be attributed to a growing awareness of pollution and its effects on the population. The Clean Air Act was the first significant legislative act in 1970 with many others to follow. Congress passed the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) in 1980, an all encompassing environmental regulation.
   
   A portion of CERCLA states that when a property is discovered to have been environmentally impacted, the present and the previous property owners and operators are held liable for the clean-up of the property.
