Patrick C. Collins, director of business services for Shrewsbury schools, said he is expecting a smooth transition for the 2005-06 school year.
He said the School Department is required to seek competitive bids, which were solicited in February and March.
Mr. Collins said the contract was for transportation for students to school and back home, for students who attend Assabet Valley Regional Technical High School in Marlboro and for athletes. The bid also included busing for field trips, although parents pay for them, he said.
Laidlaw's bid for the regular transportation was $2.76 million, compared with AA Transportation's bid of $2.28 million, Mr. Collins said. First Student bid $2.67 million.
For the Assabet Valley Regional Technical High School transportation, AA Transportation set a price at $88,200; Laidlaw was at $113,040; and First Student bid $82,062.
Laidlaw did not place a bid on the athletic and field trip transportation, Mr. Collins said. AA Transportation's bid was $160,000 and First Student's bid was $166,323, Mr. Collins said.
Overall, AA Transportation offered the best deal, he said. The transportation contract is for three years and the cost is adjusted by the consumer price index after the first year, he added. The contract starts July 1.
Mr. Collins said school districts do not have a lot of flexibility in the bidding process because it is highly regulated by state law. He said the lowest responsible and responsive bidder must receive the contract. -

Shrewsbury Public Schools Business Manager Patrick Collins said officials were willing to wait for the new state regulations, which are expected in 2006.
"It was very clear from the Department of Revenue if we want to start a project now, they could not guarantee" reimbursement, said Collins.
