    "Our two main objectives, of course, are keeping the courts safe and catching fugitives," Collins said. "And the way we best do that is cooperating with local authorities."

    Collins' road to becoming the U.S. Marshal for the Western District of Texas started in the very district he serves. He grew up as a young boy in Odessa, graduated from Prairie View A&M, and served seven years as a military intelligence officer.

    "In law enforcement, period, our role has changed in that we've gained a new title, and that's called the first responder," Collins said. "And we think that in order to fight terrorism, what's going to make a difference is the reaction of the first responder."

    Before going after dangerous people as a marshal, Collins protected a president from them. He was a special agent with the United States Secret Service, assigned to the White House to protect President Ronald Reagan not long after the president was shot in 1981.

    "The environment changed considerably, to the point where security took precedence," Collins remembered.

    Collins realizes he is one of only a handful of African-Americans serving as a marshal, pointing out that the first was Frederick Douglass, who was appointed by President Abraham Lincoln in 1877.

    But for Collins, what he does has nothing to do with race.

    "If there's anything good that can be derived from my journey, I hope it's that people realize that you can do pretty much what you want to do," Collins emphasized.
