No, Garrett never was completely producing TT's chips. Collin from TT and Garrett are old friends, and spent a lot of time together developing Garrett's 16V chip a few years back, yet they are distinct companies. Collin's chip expertise has had some guidance from Garrett over the years, but he is a good programmer in his own right. They are also a very honest company, and I'm sure they will work with the chip owner on this problem or refund his money.
