The pilot of the other plane, John Collins, had radioed that he intended to land his Piper PA-30, after having flown from Winter Haven, the board report says.He got clearance to do so from an air traffic controller at Tampa International Airport.

The planes collided when Collins was two-thirds of the way down the runway, the board reported, but Collins was able to recover and land the craft safely.
