"If the pharmacy board takes any further action, we will vigorously defend ourselves," Collins said.
His orders are placed with a licensed pharmacy in Winnipeg, Manitoba, he said, and the drugs are screened by Canadian health officials, just as the FDA does.
Collins said he won't back down because he's cutting costs for mostly elderly people who need to take medications to stay healthy. The average savings is about 50 percent, he said.
Canada Drug Outlet, which opened June 1 in a Concord shopping center, has fielded hundreds of calls from Pillowtex workers who lost their jobs when the company declared bankruptcy July 30, Collins said.
Pharmacies and drug makers have taken steps against what they call "drug reimportation," or ordering U.S.-manufactured prescription drugs from companies in foreign countries.
Collins said most of his customers are older adults with no or little prescription insurance. Many don't have a computer or don't feel comfortable using the Internet to order anything, he said. The prescription order is sent from the Winnipeg pharmacy outlet to the customer's home.
"We're in a position to help folks who are not in a position to help themselves," said Collins, whose mother, Clatie Collins, opened their first store in Clermont, Fla.
