Collins, Jr., Esquire has served as Executive Vice President and General Counsel for Delle Donne & Associates since 1984.Previously he had been in private law practice for 10 years with Healy & Collins, specializing in real estate and construction matters while representing owners, developers and contractors.
   
   He is a graduate of Temple University Law School where he was an editor of the Temple Law Review and received recognition for excellence in several areas of study.In 1974, he was law clerk to the Supreme Court of Delaware.
   
   Collins and Ernest F. Delle Donne, company president, together negotiated a build-to-suit lease with Chase Manhattan Bank's credit subsidiary, Chase USA.

   It took four years to get a government go-ahead for the retail expansion, said Jim Collins, executive vice president and general counsel at DelleDonne."It was difficult to get the approval because of traffic.But we were persistent," he said.
   
   To satisfy county officials' concerns, DelleDonne paid for about a million dollars' worth of road work around the site, Collins said.He expects the retail space to be fully leased by Thanksgiving, and anticipates it will meet phase one's success.

   The 300,000-square-foot office project -- now called Governor's Square Town Center -- is expected to appeal to financial services firms, and negotiations are under way with several potential tenants, Collins said.Designers have been hired to explore the possibility of developing it as a mixed-used project, he said.
   
   It's the kind of project that might one day help give the area the town center it never really had, he said.
