   That teenagers would face competition from unexpected rivals because of a harsh job market didn't surprise Henry Collins, manager of Hattiesburg WIN Job Center.
   
   "The economy has been so good in prior years that competition was basically eliminated," Collins said.
   
   Now many workers in different sectors are being affected by layoffs, Collins said.
   
   "Manufacturing is still being hit hard," he said.

   But the legal red tape and paperwork that came with the passage in 1998 of a federal jobs program probably had something to do with that , said Henry D. Collins , placement supervisor with the Hattiesburg Job Center.

   But that's over now and rules allow any resident 19 years or older to receive full tuition to any vocational program , such as truck driver , nurses aide or welder , regardless of income or job status , Collins said.
   
   Plus , he added , any employer who trains a worker will get half the worker's salary refunded during the training period.
   
   Collins discussed the programs during Monday's Lamar County Board of Supervisors meeting.
   
   This is a great new day for everyone , Collins said. We've got $1 million dollars to spend in our 19-county area. It's a viable program , and I want to see it work for Lamar County residents. My concern is we've not seen anyone from Lamar County apply..
   
   Supervisor President Mike Backstrom said he does not believe Collins will have a problem once information on the program becomes public.
