   Mr. Collins was born Jan. 29, 1923, and educated in Baltimore. He served in the Marine Corps in the Pacific Theater of Operations during World War II.
   
   Up until age 65 he was a charter boat captain, sailing yachts to and from the islands. He was a fan of sailing in the Annapolis area. Ultimately, he retired to Florida.
   
   He was a great baseball fan and Orioles supporter. He was of the Methodist faith.
